Even a madman can have lucid moments I suppose. The Boston Globe quotes Sen. John McCain as saying yesterday, "Congress is throwing away astonishing amounts of money, spending 'like a drunken sailor,' and President Bush shares the blame because he is not using his veto power." THE PLAN formulated things so that, if one state did enough things to ruin your day, you could "vote with your feet" and move to New Hampshire. Thanks to our new single branched government , that's no longer possible. And, it used to be that (and we liked it that way) you could vote for a Republican president, and the irresponsible spending pendulum would swing the other way. No more. Resistance is not futile. For instance, in New Hampshire, some may decide to elect local sheriffs that refuse to cooperate with Federal law enforcement. Or elect state legislatures that opt-out of Federal "pay for policy" schemes.

It was such a good plan, too.
