His policy was based on the polls and he would not react unless the polls said it was favorable. He was very concern about his Presidency having American causalities so he would just pull troops out when there was trouble. He was like Neville Chamberlain appeasing the Nazis before World War II. It had the same effect, it made Bin Ladin feel stronger and stronger and more willing to do more acts of terror."
