I went to public schools in a large city, and as best I can remember, never had fewer than 32, usually 35 or 36 STUDENTS per class from junior high onwards. My high school building was built ca 1900, was on the boundary between a commercial district and the ghetto in the inner city, had a campus of 3 acres of concrete sidewalk for 3,000 male only STUDENTS, had no air conditioning or computers, had no school social worker or school psychologists, and in spite of all the deprivation, we had no discipline problems and received a fine education.
All of our graduates could speak in full sentences, knew our country's history and traditions, and could make change without a calculator. Our graduates also averaged more than 1000 on the old SAT's, including two perfect 1600's and later earned more PhD's, JD's and MD's than any school in the city.
So much for the money theory of education.
